Maybe you meant to say "There's a real shortage of working officials".

Besides, it's almost impossible to be a normal bureaucrat. When I work with bureaucrats, I realise that if I were them, I could not do anything. They have so many restrictions, complicated rules and dependence on regulations and superiors.

Well, as one federal service chief told me "My predecessor served ** years in office and retired at a ripe old age. Now they appointed me and I'm sure I'll serve ** years until I retire. And in order to keep this post, I will not violate any regulations and will not clash with my superiors and other services." That is his interest and main objective. Not to achieve any goals or do anything for the people.
