There is no need to invent anything, the model of effective development of society under market conditions was designed long ago and implemented in most developed countries, where billionaires and other segments of society successfully coexist. Billionaires are happy and proud of the fact that they help the rest of the society to organize the worthy life and high standard of living by means of the exact system of progressive taxation and the developed system of social security. The name of this model is real capitalism, where the principle is: above profits, only honour. Why doesn't it work in the post-soviet space? Because we did not get the principle of capitalism in its entirety, namely the just distribution of material goods created by a society through a progressive taxation of billionaires, by which we mean the well-off people in the society. They must understand that without basic social stratum they could never become billionaires. Therefore, the billionaire's further goal is to increase his fortune for more stable development of the society, being aware and proud of the fact that he has also contributed to the progress of the society.
