R E F E R M E N T

I inform you that as a result of the complex of measures carried out under your guidance, known as "Elections to the State Duma of the Federal Assembly of the Russian Federation of the 6th convocation", the teaching of the course "Social Science" (profile level) in 11th classes of our gymnasium is considerably complicated.
The thing is that in accordance with the program the teaching of the theme "Electoral systems" of the modular course "Political Science" in the academic year 2011-2012 fell on the 2nd week of December, which is a quite predictable coincidence.
As a result, the following excesses were observed:
1) Pupils were asked the question "What kind of elections are recognized as democratic?"Instead of giving the correct answer "Universal, direct and equal elections by secret ballot", students unanimously answered "Honest", which is inconsistent with the Bogolyubov and Lazebnikova editions of the textbook and might cause difficulties when taking the corresponding USE in June of the next calendar year;
2) At the stage of mastering the new material while studying the proportional system of elections in accordance with the methodological aid to the above-mentioned textbook, the teacher gave an educational example, starting with the words: "Suppose party A got 30 percent of votes..." This stage of the lesson in all classes was interrupted, for completely incomprehensible reasons, by students' chanting of "Forty-eight! Forty-eight!" followed by disorganising shouts;
3) When the new Russian electoral law of 2006 was given as an example of moderation in raising the electoral threshold from 5% to 7% - namely the fact that Egyptian electoral law at the time provided for an even higher (10%) electoral threshold - the reaction from the audience was unprovoked merriment;
4) The answer to the question about the benefits of a proportional electoral system, provided by the USE Codifier and the authors of the above-mentioned handbook: "It ensures representation of all parties of the political spectrum" invariably caused uncontrollable laughter, which can hardly be attributed to methodological good luck.
In view of the above, I kindly ask you to consider holding future campaigns similar to the above only in summer (July-August) after the end of the Unified State Exam in Social Sciences, in order to prevent disorientation of students on issues within the competence of your department, as set forth by Russian law.
