A similar scheme worked in Zone 1 of our city, where the production of industrial diamonds was moved from the capital. True, no one implemented the author's request for gem-quality diamonds, as far as I know.
However, in Soviet times I used to carry pockets full of technical diamonds, not knowing where they should be used, and I even filled my wife's heels with them. Rough black cylinders, 2...3 mm in diameter and 4...5 mm in length. We used powder metallurgy methods to bake them into a ring of tungsten carbide with copper-nickel bond. They made good drill bits.
