You are sorely mistaken 3090 is 24 Gig and 3080 is 10 Gig - it makes a huge difference to performance.
What does it affect the performance of?
It could in theory affect toys with a lot of polygons/textures, not sure if those even exist anymore.
It could affect the performance of the video card for MO tasks - for large samples is relevant.
And for mining, 10gig stock will be enough for 3 years, I guess, or are there such coins nowadays that require such volumes?

In essence the videoprocessor and card memory is the computer for calculating hashes, the more OP on the card, the faster the calculations.
The speed of the hash calculation depends on the frequency of the processor and the amount of memory.
