I was not there, but the fact that in the city library (not the old historic building, but modern) near the station they conduct excursions including foreigners, amazed me.
In Kaliningrad they don't take Germans to excursions in libraries (they more often go round a tomb of Kant with flags like "I belong" not to get lost)

It's been a long time since I've been to the St. Petersburg Public Library, but there used to be a pass with a photo. I think there are books from the "don't mind losing them" series freely available. And there are priceless ancient texts, access only for specialists.

Though nowadays the value of libraries is doubtful for me. Recently the computer crashed, I had a week to fix it, so I reread much from home library. And I realized, that I have touched a paper book about 2-3 years ago, and then on programming.
