I don't know who went crazy, but in 1971 the eu was definitely not there...is it possible to take all the currencies of eurozone countries and purely by cp. calculate its rate on history, but it's all speculation calculations...
In November 1993 for the first time the name European Union appeared
Until the end of 2001, the euro was only circulated in non-cash form. It was possible to open a bank account in this currency but could only be cashed in national banknotes and coins at a tight exchange rate. There were credit cards in euros which could be used to pay in shops.
This was a preparatory period for people to get used to the new prices (price lists had two prices, the national currency and the euro). There were also some technical difficulties - about 15 billion banknotes and 51 billion coins had to be printed. Cash went into circulation at the beginning of 2002.
True, before Euro there was ECU but not since 1971 but since 1979 too.
The currency parity of the ECU with the currencies of other countries was determined on the basis that the ECU served as a generalized representative of the basket of currencies of the then members of the European monetary system. The ECU was only introduced for non-cash payments. However, for the private sector in some countries, the ECU was issued in the form of coins, bonds and government loans.
