Naturally. After all, the average US citizen needs three annual salaries to buy a house, whereas in Russia it takes twelve. It is the same proportion as with petrol.
The funny thing is that the previous two wheeled Mars rovers Spirit and Opportunity have been roaming Mars since January 2004, dozens of times past all warranty periods. Everyone has forgotten by now, and they are roaming, taking pictures, doing analyses, etc. At least in 2010 they were still working, haven't looked any further.

problem number one - the new rover will be two or three times larger than its older brothers in size of a small car, while the capsule with balls weighs almost as much as the rovers themselves - no one will carry extra weight to such a distance.
Problem number two - Mars has a very rarefied atmosphere, which is a hundred times thinner than on Earth, hence a huge parachute is required.
That is why it was decided to have a high-speed parachute system to slow capsule down to below sonic speed, and then to land with rocket engines.
by the way - solar panels will be replaced by Russian designed nuclear reactor similar to one used on soviet low orbital spy satellites :)
