The standard solution offered by Mishek is to determine the moment when the next bar will be opened.
1 tick does not solve anything in the trader's fate, if these neighbouring ticks do not share session/weekend boundaries.
There is no reliable way to find the last bar quote.

By the way, stockbrokers have such order types: (28 basic order types in total)
Limit On Open
Limit On Close
Market On Open
Market On Close
The last one is triggered at the last market price (i.e., to open/close on the last trade tick).
The specialist collects all orders and executes them all at once.
