Look at the trading reports, CME, CTFC.

Bought the loonie below 25, now I'll add it below 27, or a little higher)

See the market makers selling the Canadian? Or rather the crowd is buying it back from them, hoping for a rise.

We can see that.

So what's left to do? Find a buy on USDCAD, presumably around 1.27. That's it.
