It is just traders expecting a US debt ceiling deal (they are pricing in what they think will happen)
New debt ceiling just means more QE, more lower than necessary rates and more money printing. So why should it be good for Dollar?

the Euro does seem to be in a bigger overall uptrend - regardless of its poor economic performance (except for Germany)
i could be wrong but is n't the Eurozone still technically in a recession, so has no legitimate reason to be rising for months on end - except for the money lenders wanting it so
at least both GBP and Euro down today though
