It is just because Yellen will be a FED chairman. This tells all :

"Thank God Yellen will be nominated under the current circumstances. You don't want a change at the central bank right now," said Dan Fuss, a portfolio manager at Loomis Sayles in Boston. "This Yellen news is one uncertainty lifted from already nervous markets."

You can get similar ratios from a few broker sites. They often are very different (since they depend on positions held at the particular broker). Seems that they are starting to understand that FOMC minutes from last month mean nothing right now. It was a whole different world not even 1 whole month ago
