That's a good one. The guy probably just told his wife (the closest person!) and he is accused of being an insider. On the one hand, it somehow does not make sense, but, on the other hand, I wish we had such control over officials in Russia...

But if he himself had bought quid right before the intervention (even six months after the previous trade operation) - would there be an accusation of insider trading or not?

 

I don't know what the laws are, but I think he should just be banned from currency speculation.

For his business. One is bullshitting, dumping reserve funds into the market, and the other is flaunting it. A bailout's not enough. They should put him in jail for that.
