You seem to be a PhD but you don't understand elementary things.
Flat is an area of the market where no trend movement sets the direction of the main trend. That is, the price is fluctuating in place (in a certain fluctuation zone). Experienced traders designate the flat to understand in which parts of the market the energy accumulation occurs and in which it is distributed. Thus, knowing the two main phases of any market (based on the fact that in any system, where there is competition, there is also a gradation of forces, and hence the difference of potentials, movement, and fluctuation) you can play almost ahead with minimal risk.
And yes, there is almost no absolute absence of movement, then it is useless to talk about it).
But a flat is also a sideways movement, and it is called an oscillation or a predominance of the noise component as convenient.

Or you can draw rectangles differently, for example.
That is, for some reason everyone misses the point that a flat is a price movement within a sideways channel. With some success, you could put the whole story into a rectangle.
