And why is that? Because in their haste they forgot to ratify Article 20 of the UN Convention Against Corruption, which makes illicit enrichment (excess of expenditure over income) a criminal offence. They ratified the convention, but minus one article. Why should that be?

On our shores of the Caspian Sea, there are rivers where sturgeons come to spawn, and one of them has a hydrotechnical facility. They have always been open during the spawning period.
When Azerbaijan became an independent state, some guys from them came and gave us some money for this facility and during the spawning period it did not open, it broke down.
The fish did not survive long and went to look for rivers to the south in Azerbaijan. And found it.
Never mind that no one was punished. Never mind that the neighbours had plenty of black caviar that year. The fish didn't go into that river the next year. I don't know what's out there now.
