Expert Advisor needed based on stop reverse/hedging strategy

Dear Developers,

I would like to have an EA developed which does the following: At a certain time I would like the EA to set a pending order X pips above or below a certain point (rules for the time, place, what kind of order and direction will be specified later), with a pre-specified stoploss and take profit and an X% of risk based on the account balance.

Then for order management I would like the EA to do the following: When the stoploss is hit I want the EA to open a new order in the opposite direction. With the same take profit and stoploss as the first order. As for position management I want the EA to be able to use the same lotsize as the initial trade and also a Martingale function in which the multiplier for the position size, based on account balance, will be specified later when you have the job. I then want the EA to repeat the process of creating opposite orders at the stoploss until one trade hits the take profit mark.

When the EA has reached it's take profit the trading for that day will end and I want the sequence to start again the next day, and so the EA will repeat the entire cycle.

When you have the job I will have a more detailed explanation of what I want, which parameters I would like to choose from etc., but I hope this will give you a global indication of what I would like the EA to do and which coding skills are needed.
