Supervisor EA

Hi there i have an EA which is pretty simple it opens buys and sells etc and closes them, based on some rules. now i only have the EX4 of this i have tried to get the code but the guy who made it wont give it to me, so i wanted to add a few features to it.

So instead of build them into it i think well can we not just build another EA which sits on top of mt4 and blocks it from trading or whatever. So here is what i need

 MY EA doesn't set TP or SL it closes the basket of Trades once a $$$ amount profit target is hit, i want to be able to set a SL on the open orders by equity of the account, so for example it opens 3 x 0.50 lot trades and i have 1000$ i want an input set to say max loss for open basket is 10% of the equity so = 100$ there fore calculate the current price level and apply the SL to all 3 orders so if it goes there the orders will close with 100$ loss total. My EA wont change TP or SL so if this Monitor EA sets a SL it ill stay until hit. then if the EA happens to open a 4 th trade in basket i want your EA to recalculate the SL level needed to account fro the 4th order then apply the new SL to all 4 orders and so on.

Second thing i want is a Trade time, i want to set times in this EA to allow the other EA open orders or not, so in the inputs i want to say 08:00 - 18:00 the EA will only trade during these hours. and this EA will block the EA from opening orders outside these times.

Third thing is a news filter, same as the time trading i want to set an input in minutes for red and orange news and to block EA from opening new orders before and after news events as per the minutes set in the inputs.

i will send my EA to whoever gets the job. i would like this done quick if possible.
