Need an expert advisor based on my trading system

i been back testing and forward testing a scalping technique pre & post Red Folder news events and it's very dangerous to do as a human because of how slow my movements are. I'm basically looking to see if there's a way to have the EA place Buy Stops and Sell Stops based on a candle stick timer or have a delay set. For example, an impulsive move can start to happen 5-10 seconds before the actual timed event. If there was a parameter added to the UI to chose what second (or delay) is used to place the limit orders, that'd be ideal. But on top of that, the Stop Losses for each should be tight and also be able to be changed in the UI based on something like Bid / Ask x 1.5 (or whatever) What do you think? I've been trying to find a way to correlate volumes into this so when volumes increase 2.5x the previous candle close volume's bar, it starts the process to place those limit orders above and below the "near closing price" in hopes of catching the impulsive price action moves with a R:RR of 1:1.5 minimum.
