Manuell trading EA with input horizontal line

Hello again, can you tell me if it possible and for which price do you can develope this EA (see the attachment file):

1. I put only one entry price Hline (horizontal line) with color green into the chart at my favorite entry price (for example short)

2. The system shall draw a second red line at this level for Stop Loss :     (entry price for the green first hline) minus (1*ATR(20))

3. The system shall draw a third blue line at this level for Take Profit 1:    (entry price for the green first hline) plus (1*ATR(20))

4. The system shall draw a fourth blue line at this level for Take Profit 2:    (entry price for the green first hline) plus (2*ATR(20))

Order management for manually input:

1. Open a pending order short at the green entry hline level

2. Lot size only 2% from the account balance

3. Take 50% profit at the Take Profit 1 level (first blue line)

3. If the first Take Profit 1 are reached then move the Stop Loss at the level Entry price minus 40% of 1*ATR(20) which mean (ATR20 *10000/2.5)

4. If the Take Profit 2 reached close the rest of the position completly.
