To Create a Strategy Based on 2 Exponencial Moving Average

I would like to create an expert based on the require bellow:

1 - Use 2 exponencial moving avarage;

2 - Check is price is above or bellow short EMA;

3 - Check trend to make a decision if will buy or sell;

4 - Buy/sell evetytime price touchs short EMA;

5 - Getout strategy: If price goes above/bellow long EMA start the getout strategy. Double volume
     on the last top price above long EMA, after that change take profit to 10points. Do this 2x so
     I can get out of the wrong order;

6 - Buy/Sell wit TP of 40pts everytime;

Example:

Check trend, if market is stable (no trend) start experts:

If price is above short EMA for the last 4 candles, buy at the short EMA line, with TP of 40pts;

If price is bellow, sell at the EMA line with TP of 40pts;

Getout strategy:
When buy 2 volume, put another buy request of 2 volumes at 30pts bellow the last bottom price bellow long EMA,
if price get there, change TP to 10pts only to get out of order;

When price gets to the second order, make another buy limit of 4 volume at 30pts bellow the last bottom price.
