Non repaint non lag reversal indicator

I want an indicator  that draws an instant arrow and sounds an alert at the opening of the next candle when the following conditions are met;


if the price touches a newly forming  resistance line and the price closes below the resistance line and the distance between the restitance line and the closing price is less than 20 points, draw a reversal arrow and send an alert at openning of next candle


if the price touches a newly forming  support line and the price closes above the support line and the distance between the support  line and the closing price is less than 20 points, draw a reversal  arrow and send an alert at openning of next candle.

The arrow should be above or below the target candle, and  it must never repaint even if the target candle goes in the wrong direction

The distance between closing price and support or resistance line should be set to variable so that I can change it if I want to.
