Programming alarm message to smartphone crossing two values of indicator

Hello there!

dear programmers,i like you, making an Alarm for me, making message to my Smartphone, of that MT4 indicator DynamicRS_3CLines---> if value blue 2, cross red value 3 indicator line, i like that Alarm message on my Smartphone MT4--->telling---->

e.g Smartphone message 

--->dynamic3L Alarm// e.g. 15 minutes period,//value 2 > value 3 telling up Signal or value 2 < value 3 down Signal.

I need this message and a loud Alarm Sound comming from my smartphone, if that blue and red indicator lines cross.

i like this Alarm for all times: 1min;5 min,15min, 30 min,1hour,4 hour,1 day 1 week 1 month. 

Because there are periods, where These Alarm values are equal value or nearly equal, i like you to implemente a certain value of that difference, which i can choose manually.
