Need Simple Indicator Coded for MT4

Hi,

I need a pretty simple indicator coded. 

The indicator needs to calculate when the candle's price is equal to or less than 25%(shows Teal color)  OR  OR equal to or less than 28% (shows SaddleBrown color) of the whole candle's wick to wick. The dictator will show a small dot.

1. The dot needs to be shown when the current candle is forming is equal to or less than 25%  OR equal to or less than 28% (the dot will change colors depending on where the current price is)

2. It needs to show permanent dot after the candle closes (only if: equal to or less than 25% OR  OR equal to or less than 28%)

3. There are 2 screenshots attached. The dot should be located based on those images. Meaning if the candle is closing to the short side. The dot should be below that candle and opposite for the long side.

4.  The settings should allow me to adjust the 25% and 28% to what ever percentage I want. 

5. The colors in the settings of the 25% and 28% dot should be able to changed 

6. If the candle does not close equal to or less than 25%/28% then there should be no dots.

 7. It should only calculate this if the candle body is less than 50% of the wick that we are trading. So, if a short set up. The dot should show only when the bottom wick is greater than the body( a spike). 

I need this done ASAP!
