EA to add one Pending Order

Hi there, I would like to make a simple EA for this:

(1) Create an EA to check and count the total number of all open orders (only live market orders with OrderComment begins with = "xxxx", and ignore any pending or limit orders in the account).

(2) The input for the EA would be for a limit order (input OrderSymbol, OrderSize, OrderComment starts with = "yyyy" & Direction, LimitPrice).

(3) At anytime when the total of the "xxxx" open orders increased by 1 (decrease = no action), then EA will create a new pending LIMIT order based on the inputs, with OrderComment starts with "yyyy".

(4) If this pending "yyyy" order is hit and it gets successfully traded into active pool, the EA must ignore it and the EA only counts the total number of open orders with OrderComment starting with = "xxxx"
 
(5) If this pending order is not hit after 3600 seconds, delete this pending order.
 
(6) If the pending Limit order is still open (pending) and has not been hit, do not open another new Limit order anymore even if the condition is met (maximum one Limit Order is enough)
