Candle stick breakout EA

I would like to create an expert advisor based on candle breakout 

Time frame
M15

Entry Rules
1. Buy entry for high breakout and Sell entry for low breakout and please include spread for breakout
2. Entry only begins after the candle closed time x:15 and x:30 and no other time x = 1 2 3 4 5 6 7 8 9 10 11 12 
    a) step 1 wait for the price to go across high and low prices 
Time is 6:30 and the 6:15 candle already close the system will entry if any price movement go across the high or low
        Time is 6:45 and the 6:30 candle already close the system will entry if any price movement go across the high or low 

    b) step 2 
If it goes across the previous candle a position will open according to the equity percentage set

    c) Step 3
  Able to customize take profit 
   
   d) Step 4
     Stop lost will be at the Opposite side If High activated Low will be consider SL and vice versa
