Momentum Based Automated Trading EA

Hi, I am looking for an experienced coder to create a momentum based auto trading EA based on the following parameters: 

1)      The EA should allow the user to specify how often it checks the markets e.g. 5 seconds, 10 seconds, 30 seconds, 1 minute, etc. 

2)      It should allow the user to enter the trade size e.g. 5000, 10000, 50000, 100000, etc

3)     Based on the frequency specified the EA should check the price movement. It should observe last 3 price movement checks to determine the momentum of the market

4)      The EA should allow the user to specify an up threshold

5)      If the momentum of the market is greater than the upthreshold, the algorithm should enter in a buy side trade

6)      The EA should also allow the user to specify a down threshold

7)      It should check the markets and observe last 3 price movement checks based on time interval specified in step 1. If the momentum of the market turns negative based on the last 3 price movement checks and is greater than down threshold then it should close the trade.

8)      Currently this EA is a buy side only and it should only open one trade at a time

9)      This EA should be usable on any currency pairs

10)      A simple VB.net code is available to explain the logic for entering and exiting trades
