I need an EA based on 2ema and RSI

Define value = how much lots size of each trade. Then in
In 5min time frame and place an order as per this,
1. Do not place buy order if rsi is above 60.0 otherwise: Put buy order if 9 ema crossover above 20 ema
-close buy order if lose certain value difference from market (user input x). Or
-close buy order if 9 ema is equal to 20ema after prophit certain value difference from market (user input y) or
-close buy order if rsi is equal or above 80.0

And 2. Do not place sell order if rsi is below 30.0 otherwise:if 9 ema is crossover below 20 ema place sell order.
-close sell order if lose certain value difference from market (user input x). Or
-close sell order if 9 ema is equal to 20ema after prophit certain value difference from market (user input y) or
-close buy order if rsi is equal or below 20.0

General rule
Before placing an order check in 1hour chart time frame,
1. if 9 ema is above 20 ema place buy order only.
-And if Rsi above 80 close all buy order or no buy order.
And 2.if 9 ema is below 20 ema place sell order only.
-And if Rsi below 20 close all sell order or no sell order.
