Trading robot needed

I have a trading system and now I need to integrate it with EA. 

The rules: 

1. Buy and Sell options:

a) when the thin green line fom the oscilator is under the 15-buy, when is over the 85 sell. 

b) when the thin green+red line from the oscilator is under the 15-buy, when is over the 85 sell. 

c) when the fat green+red line from the oscilator is under the 15-buy, when is over the 85 sell. 

d) when the thin green line from the oscilator is double confirming the high or the low(this means the second movement to the 15 or 85 levels) doubling the possition size

e) when all of the lines from the oscilator are under 15 level and the price is over the red and blue moving averages - tripple the possition size for buying

f) when all of the lines from the oscilator are over 85 level and the price is under the red and blue moving averages - tripple the possition size for selling.

2. Restrictions:

a) Never sell when the stochastic is over the thin green line from the oscilator/ never buy when the stochastic is under the thin green line from the oscilator. 

b) Never sell when the price is over the blue moving average/ never buy when the price is under the blue moving average

c) Never sell when the price is over the red moving average/ never buy when the price is under the red moving average

d) Always need to choose the trading timeframe and calculated bars 

3. Money management: 

a) the possition size will be a percent from the account. I need to chose it every time manualy 

b) the stop loss will be a percent of the account, but the minimum stop loss will be the biggest candle from the last week or calculated bars + 20%

c) i want second stop loss option, which will be the previews high from the blue moving average for the sell orders, and the previews low from the blue moving average for the buy orders. 

These are the basic rules for this order. I can pay more for this job, but i realy need quallity.  I am open for discussion
