Alerts System For Currency Strength Meter for MT4 and MT5

Looking for developer that has a developed a currency strength meter or can adjust the currency strength meter that I will send them after being chosen for the job. This indicator would need send alerts of strong vs weak currency pairs based off of a number value of 3.5 or higher and display on the charts to BUY or SELL that currency pair. The signal would need to be sent when a strong currency pair is above the value of 5.0 and the difference of the weaker currency pair is higher than 3.5. I'm looking at using this as a buffer for an EA to accept or deny entries on short term time frames and I will accept further ideas to optimize this indicator. I would need a quick turn around on the indicator so if you are not able to get it done quickly I would appreciate if you don't apply for the job. I would need to have the ability to backtest and have the source code provided for MT4 and MT5. 

Example: 

Since the GBP and the USD are higher than 5.0 and at this point the CHF and NZD differences in value are higher than 3.5 the signal should display 

BUY GBPCHF                     Since GBP 7.7 - CHF 2.6 = 5.1

BUY GBPNZD                     Since GBP 7.7 - NZD 2.2 = 5.5

BUY USDCHF                     Since USD 6.6 - CHF 2.6 = 4.0

SELL NZDUSD                    Since USD 6.6 - NZD 2.2 = 4.4
