Alert for indicator criteria and price action

HI,

Please see the below, of what I think is good setup to take, that meet all criteria. 

1. On the lower chart price is above the 200 (green) and above the 4h ma (red)

2. On the lower chart, is has also shown the price has touched the lower band (in blue), give the arrows at the sell of point of the black arrow on the above (black arrow), this indicator does also repaint, but it still usefull as a warning price may change.

2. In the top chart, the yellow circles show that the price level is important, being tested and retested alot,.

Is it actually possible to programme and indicator that would alert for this?

The entry point would be up to the trader.  But to get an alert is given, if there is strong price action around a price level, which happens above the 1h 200, the 4h 200, and a lower channel has been touched?
