Need a programmer to create a Signal to Signal scalping ea.

As stated in title, the Expert Advisor should work from a signal to signal and should do long and short. It should have a window on chart which shows:- the Signal Text(price at which a signal is generated) , Profit in Pips , Total profit in pips in a month . And it should have good accuracy. Anything more than return of 20% per month is good for me.  My budget is 500$ max. , Before I complete payment I need to have a a demo version of that EA which will work on demo account so I can run backtest with it.
