Tarea técnica

Please help me make attached indicator wellxAMA that can do the following:

 

- Make pop up window alert and push notification everytime the the yellow and blue dots change colour in meaning of an trendfollow sytem look to attached picture.  This pop up window function should be able to switch on or off. 

- Play sound alert along with pop up window everytime it pops up. The sound alert files should be optional for personal taste. This sound alert function should be able to switch on or off

- On the pop up window, display the exact time of the dot just occurred



Please let me know how long it would take and name your price.
