Need a simple EA/Robot

Dear Freelancers,

I need a simple EA/robot for me. I am new to this kind of trade deals via MetaTrader4. A friend of mine and I we wanted to use a EA/robot to implement our new strategy idea. I am sorry in advance, when I express myself not so exact as I need to be, because my knowledge of your words and terms which you use,  is just evolving and I`m still learning about those trade deals and terms. So I will try to explain myself through an Explanation of the strategy rather than through trade abbreviations and numbers. I hope that my basic idea is understandable for you? My question is, is it possible for you to program an Expert Advisor / robot for Metatrader4 &  “binary options” with the following specifications:

Task 1:

As soon as a trade value/price of an index or a stock deviates minimum (min.) +0,01 value points (for an index) or +0,01 €/$ cents (for a stock) "up" from the current market value/price, the EA/robot should open a "buy position" on a rising value/price (call option).

Task 2:

Then as soon as the market value/price ”increases” to minimum (min.) +1,00 value points (index) or +1,00 €/$ (stock), then subsequently the EA/robot should "sell" the option again.

And vice versa.

Task 3:

As soon as a trade value/price of an index or a stock deviates minimum (min.) -0,01 value points (for an index) or -0,01 €/$ cents (for a stock) "down" from the current market value/price, the EA/robot should open a "sell position" on a falling value/price (put option).

Task 4:

Then as soon as the market value/price ”decreases” to minimum (min.) -1,00 value points (index) or -1,00 €/$ (stock), then subsequently the EA/robot should "sell" the option again.

Task 5:

On the interface of the EA/robot there should be a button to start automated trading and there should by a button to stop all automated trading.

Please let me know if this programming is possible and how much it will coast and how long it will approximately take?
