RFQ for new basic EA with upcoming extensions planned

we are looking for a new EA development starting with MT4 probably upgrading to MT5 later on. This development work will cover several steps, this is the first one to pin down the basic idea and play around with it a little bit. So we expect there will be up to 5-6 upcoming jobs with a budget of 350-750 USD each adding indicator support, notifications and different aspects of money and trade management.

At the very beginning we like to start to do the following:

• We'd like to be able to define a "scan time periode" in which the lowest and the highest quote will be stored for this very day and a horiziontal resistance / support line as triggers will be added to the chart
• The new lines will be our triggers for stop buy / limit orders
• As soon as a candle (configurable M1 or M5) is crossing those lines and a defined number of following candles is a) not exceeding a certain distance in points from this crossing event  and b) not crossing the line again, we'll place an appropriate order (configurable size) with a trailing SL
• SL will be a trailing SL, not trailing in a classic manner with every movement of the underlying but on certain (definable) levels reached above order entry
• Trigger lines will be removed after 5 days, only trigger lines of the actual day will be used to place orders

We'd like to test this simple EA on several non-fx underlyings on MT4 and probably would need some historic tick data for that.
