Next bar short / long position on specific time

I need the following simple EA developed to open a trade on the next bar open with logic as follows,

- only one trade per time setting 

- on specific time and lot volume we set manually

- open long or short position at open bar H1

- close position at open next bar

- logic only see the previous bar is up or down

for example : we set trade will do automatically at 09:00

so if the bar at 08:00 close higher than open (up bar), then at open price 09:00 we short position. Close in profit or loss at 10:00 open price. 

if the bar at 08:00 close lower than open (down bar), then at open price 09:00 we long position. Close in profit or loss at 10:00 open price.
