Longterm Project: H1 and M5 Index (and/or Forex) Trading Strategy based on pullbacks and trend

Please respond with an exact answer. 

Because of high swap costs, it becomes increasingly impossible to hold Index CFDs (or Forex) longer than 2-3 days, if at all. Yes, one can only trade pairs in the direction of the positive swap, but this doesnt leave a lot of trades. So the strategy needs to dedict extrem-situations in H4 or H1, but enter with M5 or M15 and make sure  that the trade doesnt run for weeks. Couple of hourse to a maxmium of a couple of days. 

Therefore: I am looking for someone who is very profecient in creating a trading system in the Index and/or Forex-Markets that takes advantage of big deviations from an EMA/MA + an Extrem condition like RSI or Stochastic in order to get into a trade. I prefer to work with multiple small positions, if the first entry doesnt work out (2-4 positions).

It needs to have a way to handle drawdown efficiently as well. 

Looking for a max drawdown of 10-15% with a steady annual return of 15%-20%. 

I am NOT Looking for someone who just creates an EA only based on my inputs. I need someone, who knows trading well and has proven methods that generate stable, yearly returns. It doesnt have to be 100% a year, Im fine with 15-20%.
