Need EA Built for producing signals (not taking trades)

Hi Lydia here, 

Im looking to have a EA built that is solely to be used for highlighting strong signals using the following method/time frames.

Code MUST be commented, clear, and optimized

once a signal has been found we must then be alerted using mt4 push to mobile + email + audible alert 

all existing pop/audible alerts should be set to false on indicators to stop noise from coming through.

time frames this must work on

1 m 5 m 15 m 30 m - 1 hr 

Indicators it will use

-2 x instances of RSI 

settings first instance will have RSI set to "4"

settings second instance will have RSI set to "14"

-Cycle Identifier 

we are only interested in major cycles that are identified.

Mayjorcycle set to 5 with all alerts disabled except for the major cycle

-WCC

with highlighting the Pattern number 3 - Trend Line Break (TLB)

-Stochastic divergence

- value charts (with 1.75 + -1.75 added levels

Rules

Buy trade if 

rsi on both RSI indys are below 30

&

Cycle identifier has marked the chart with a 3 pattern

&

Stochastic are below 20

&

Value chart must be below 1.25

&

-WCC marks 3 signal on the chart 

Sell trade IF

rsi on both RSI indys are above 70

&

Cycle identifier has marked the chart with a 3 pattern

&

Stochastic are above 80

&

Value chart must be above 1.25

&

-WCC marks 3 signal on the chart

The charts will also need to be clearly marked as a Buy/Sell Signal similar to what is on the attachment provided 

We also require that each chart as a percentage on the chart at all times showing what percentage of the above criteria are met. 

For instance if we have 10 sets of criteria for example and 6 conditions are met - the chart should say 60%

This should apply on the below time frames 1 m 5 m 15 m 30 m - 1 hr and for how ever many pairs we decide to have open at any one point in time.

This is to be used solely as a indicator service. 

I will provide all the relevant indicators needed that are to be combined with the overall EA/indicator
