Need help creating a simple MT 4 EA

Indicators: 

1) Slow MA (336): All parameters should be changeable (Period, shift, method, apply-to) 

2) Fast MA (48): All parameters should be changeable(Period, shift, method, apply-to)

Conditions for Buy:

1) FastMA should over the SlowMA.

2) The Price should touch the FastMA and then the price should close over the FastMA within 3 bars at most *

3) There should not a another open position in same pair and time period.

Stop Loss: Under 10 pip from previous day low.

Take Profit: TP price should calculate based 10% profit.

Conditions for Sell:

1) FastMA should under the SlowMA.

2)    The Price should touch the FastMA and then the price should close under the FastMA within 3 bars at most *

3)    There should not a another open position in same pair and time period.

Stop Loss: Over 10 pip from previous day high.

Take Profit: TP price should calculate based 10% profit.

Features:

1) TP and SL prices should be changeable after opening the position by manually.

2) Lot Size should be changeable from EA's inputs (min 0.01)

3) EA should be working in different time periods and different chart windows at the same time. (chart1:EUR/USD - 15m , chart2:EUR/USD - 1h)

4) It won't open position from Friday 22:00 to Monday 01:00

5) Profit ratio for TP(10%) should be changeble from EA's input parameters.

6) Pip count for SL(10) should be changeble from EA's input parameters. 

7) EA should work all pairs (3 or 5 digits)

8) * Bar count for condition should be changeble from input parameters
