Ea that enters based off specific criteria

hello everyone

I am looking for someone that can make an EA that allow me to enter based off specific criteria. 

I want the EA to be based off the horizontal line. i would like to place the horizontal line on the chart and

for the EA to enter the trade according to where the price close above or below the horizontal line that I placed. Or it doesn't have to be a horizontal line. If possible, I'd like to give it a command to enter a buy or a sell order once the candle closes above or below a specific price point. The most important aspect of the EA is that I would like for it to automatically calculate my risk per trade and adjust my lot size according to my stop loss balance in percentage.  This should be an EA that is able to adjust the lot size according to stop loss and the balance of my account. I want to be able to set a predetermined stop loss and If price closes way above or below my specific price entry point, then the risk for that trade should also be taken into consideration so I won't risk more than a certain percentage of my account balance per trade.
