If I Top up on MQL5 using Paypal or WebMoney, can I withdraw it using Bank Account? Is there any rules?

You can only withdraw earned money, not the money you have topped up with.

You must have seller status to earn money from Market products, Signal subscriptions or Freelance jobs.

The only money you can earn without the a Seller status is from MQL5 Cloud agents that you supply.

Also, there is a minimum requirement of $3000 before you can withdraw via a bank transfer.
