MT5 has CopyTicks function, which allows to get tick data from broker's server.
The data is up to date from about mid-2016 as far as I remember.
The time is the same as in Quicksilver. Apparently with the stock exchange one as well.
About the terminal - it became impossible to overload the quicks during the session after ordering tick data. Data loading blocks connection, data is loaded again on break, etc.
There are no such problems in MT5. But there are others)

Forget about the time in MT5, it is not synchronized with the exchange core in any way.
