And within the most frequent delta we get clusters.

Done. Well, the density is greater if there are more numbers in the cluster.

The most common delta is 25 - 12 times - what do you suggest we do with it? 25 is significantly more than 6.

And so within 65.
 
You should get the same densities. The numbers in the area should be the same for 65 as for 56. I think so, although not necessarily.

For 56 with delta 25 the numbers are 31 and 81 and for 65 with delta 25 the number is 40.

Note that we did not have 31 in the cluster of numbers at all.
