If you take the last 3-4 trading days, yes, it is strengthening (I would say recovering).
Over the last 6-9 months, it's not falling, it's just collapsing.
Over a longer arbitrary time frame, open W1 and MN charts of the majors and draw your own conclusion.
While oil is getting cheaper, it is getting stronger.

Exactly, no one is going to give anything back. They used to fight over who has the longest feather on his head and now they are fighting over who the US owes the most.
Everybody understands that the economy works as long as there is a goal and that the goal should be one step away and never achievable.
As long as the goal is there everything works, if it's not there everyone is screwed.
What is the right to own land for example, if millions of people don't give a shit about that right they will come and occupy that land.

China decides its own fate. Its fate is simply inextricably linked to that of the U.S. That means you do not have to worry about them, they will be fine. A kind of guardian angel.
And also a topic for reflection: who says that one must pay one's debts? Debts should be serviced and there is no need to pay them back.
