But if a constitutional majority were to gather against such behaviour, then of course the question could be raised about the compliance of posts with forum rules.

Moderators are not proprietors, they are supposed to maintain public order, encouraged by the majority. Here, order is not encouraged by these 100 people. Therefore, there is nothing to observe.
