If you want to publish a demo account as a signal, yes you can but it will be a free one.
If you want to upload some EA with demo account backtests, again its allowed, since there is no rule against it.

You can backtest using demo or live account.
Metatrader is free, and backtesting is free (optimization with cloud is not free).

If you mean to sell your EA using a backtest report, yes. I don't undestand the 'charge a fee' concept.
MT4 backtests on history tick data, downloaded from the broker or Metaquotes server, it doesn't matter if you are logged in with a demo or real account.
