Advertising for a Freelance job what can you request and what can't you request clarification needed?

If you have an idea say of an Expert you might like to pay someone to develop, are you allowed to give a description of how it should work then give a screen shot example of an existing product as a guideline for the developer?
This is not providing code for them to copy as I understand that is against the rules. I am talking about a developer using their own code, is how I described okay?
