No, you should only adjust your EA settings on the first Value column.

When you optimize your expert adviser then (start - step - stop) are used
example; let's say you want to optimize Stop loss - you set a start minimum value like 10 points, you then maybe want to do the increment steps by 10 points each and finally you set the maximum stop value like 300 points ....then you start optimize ;)
