Error 130 is invalid stops. It means that he is placing stop loss very close to the price. As I know he is using IBFXm. He is having the thread here RentaSignal Service and Elite Section Discussion - Forex Trading so you can ask him.

Firstly I must say I am loving the RAS Service. I had a couple of teething problems, that were promptly sorted out by ND & his team
As a suggestion, would it be possible (if not already) to have the option to turn off the EA comments. Having pulled in over 3000 pips last week, I don't want to give my broker any more info than necessary on my trading activities. I am using 2 RAS providers and know who is giving me what trades, so I would prefer the comments section blank, or filled with my own text

You can always turn it on or off in Metatrader:
As to the broker ... so I have no idea.
There are some brokers with licence (for brokerage as in Russia for example) and they are trading on stock market. And they can life easy with or without metatrader traders with no problem. They do not care how much you will win or lose.
There are some brokers with very good reputation. It does not mean that brokers are good. I mean: their reputation is good. People like them.
There are some brokers which are created metatrader's community around as a club and everybody is happy. They are promoting the systems which are winning and losing as may be 50:50 or 40:60 ... public forums ... you know.
But there are some brokers which are collecting the money from the traders in the way of deposit and acting as MLM, not trading and so on.
Besides, there are small brokers and averaging brokers. Traders will not deposit big money with small brokers but those brokers are having the best trading conditions sometimes.
So, it depends on the broker.
Scalp_net_v1.5 with timefilter was attached to RAS.
