Buy all 10 pips Bot

Hello

I need an EA that buys in USDHCF all 10Pips and has a TP order of 10 Pips. 
- No stop orders
- Only long orders
- A margin limit of 50% should be included, bit will stop buying above 50% margin and starts again if it drops below 50% margin.
- I should be able to adjust the 10 pips to 15 pips or what ever number in the Mt4 trading platform
- Also it should only trade if spread is below 5pips 

Exempel: 

usdchf 0.9320 spot 
The Bot activated and on the chart. First buy order should be autmatily 0.9300 with a TP order of 0.9310 so 10 pips profit. 
When order is taken the Bot should open directly a buy order at 0.9290 with TP 0.9300.
If price drops to 0.9290 the bot buys  at 09290 tp at 0.9300 and generat a new buy order at 0.9280 with TP 0.9290

If it drops to 0.9280 it buys and generat a order at 0.9270 with tp 0.9280 
Etc at 0.9260 With Tp 0.9270
