Robot trader for any equity index

hi, can you create an expert advisor /trading robot to be able to enter (either buy or sell) trade at a specific price point (based on a price alert /level).

The price alert/ point can be updated by the end user at various times, the robot should be able to execute the trade immediately the price condition is met. the option to include what action needs to be taken by the robot should be included. the robot should be able to trade any equity index such as the Nasdaq 100 or the EU50 or DAX or any publicly traded stock available using the meta trader 5 platform etc.

the robot must be able to execute the order when the price conditions are met irrespective of the availability of internet connectivity due to idleness of the trading computer which may shutdown

example of what the robot should be able to do

let's take EU50 say for example, its currently trading at 3585, and i want the robot to buy when it trades at 3565 with a stop loss at 3515, take profit when it reaches 3618, with the trading size of 2.4 lot. (1 lot is 100 shares). 

or say when it reaches 3620 the robot should sell with stop loss at 3670, take profit at 3568 with 2.5 lot size

1. price alert (bid price is less than or equal to "price of interest" set by the user)

action = buy order

size 2.4 lot

stop loss= price of interest less 50

take profit= stipulated by user

2.  price alert (bid price is greater than or equal to price of interest by the user)

action = sell order

size 2.5 lot

stop loss= price of interest plus 50

take profit= stipulated
